WHO IS AFRAID OF MOBILITY? Cultural consequences of migration and mobility January the 23 rd 2008, Jaques Delors building, EESC, 6 th floor room 62. What are the effects of mobility and migration on culture, and what are the effects of culture on mobility and migration? Migration and mobility are not new phenomena in Europe . They have existed throughout the centuries. Sometimes driven by economic needs, sometimes due to political circumstances, sometimes as a result of force or natural disaster, sometimes carefully planned and sometimes spontaneous. Few societies in Europe have not experienced some kind of migration or mobility either as hosts or as migrants. In recent years, EU regulations have removed many of the legal and administrative barriers to freedom of movement and the EU has created specific programs, such as Erasmus, to encourage mobility. New instruments are likely to be developed in order to attract skilled workers from development countries to augment the EU workforce which is in numerical decline due to age demography. The likelihood is that migration and mobility in the EU is set to increase significantly. However there is an increasingly strong link being established between anti-European sentiments and the anti-migration stance in the general public. If this topic is not taken into consideration, and valid responses are not given by governments and administrations, we can expect this link to be reinforced. The seminar raises the question of the cultural consequences of mobility and migration, addressing openly the issues at hand: has enough thought been given, especially by policy makers, towards the role of culture in the process of migration and mobility?
